House Permanent Select Committee on Intelligence Adopts 119th Congress Rules and Announces Subcommittee Leaders

WASHINGTON, D.C. – The House Permanent Select Committee on Intelligence (HPSCI) held its first business meeting of the 119th Congress today. By voice vote, the committee adopted its rules.

“When HPSCI was established in 1977, it was given one mission: to oversee all aspects of the U.S. Intelligence Community (IC) on behalf of the American people. In fulfilling our privileged task, the members of this committee will dedicate enormous time and energy to ensuring the IC meets its mission objectives to collect, analyze, and deliver America’s leaders the best foreign intelligence available, while simultaneously protecting against any abuses of the powerful tools entrusted to the IC by the American people.

In an ever-changing threat landscape, the IC is presented with both the opportunities and challenges of collecting intelligence and counterintelligence. This increasingly includes the importance of effectively leveraging Open Source Intelligence (OSINT).  To help meet that challenge and ensure proper oversight of this evolution in the IC, we have created a new Subcommittee on OSINT. As the IC navigates the use of OSINT to develop foreign intelligence, HPSCI will be able to address OSINT oversight in a more comprehensive manner.
