Crawford, Himes on Cyber Info Sharing Reauthorization Full Committee Briefing

WASHINGTON, D.C.— The House Permanent Select Committee on Intelligence hosted a closed, full committee briefing to examine how the Cybersecurity Information Sharing Act of 2015 (CISA 2015) has performed in its stated mission to improve cyber information sharing efforts between the private sector and federal government, ahead of the expiration of its authorization in September 2025. The Cybersecurity Information Sharing Act of 2015 created a framework for federal, state, local, and private sector to voluntarily share enhanced cyber threat information, to detect, deter, and respond to cyber intrusions and ultimately improve U.S. cybersecurity. The Committee heard from witnesses from the Federal Bureau of Investigations (FBI), the National Security Agency (NSA), the Cybersecurity and Infrastructure Security Agency (CISA), and the Department of Justice (DOJ) on the importance of this statute and recommendations for its reauthorization. “While significant strides have been made to improve and strengthen cyber threat information sharing since the law’s implementation, our adversaries have also rapidly advanced their cyber espionage and attack capabilities to target U.S. government and private sector networks,” said Chairman Crawford. “Ten years in cybersecurity advancement is an eternity, during which a lot changes, including the threat landscape. As we review proposals to reauthorize CISA 2015, we will continue to conduct oversight over the Intelligence Community’s collection, analysis, and dissemination efforts to ensure cyber threat indicators are shared in real-time with state, local, private sector, and international partners.” “As the United States adapts to defend against increasingly sophisticated actors, we must ensure that cyber threat information is shared as efficiently as possible across private and public entities," said Ranking Member Himes. "Yesterday's briefing was an important step towards better understanding this dynamic so that we can move towards reauthorization of the Cybersecurity Information Sharing Act in a thoughtful, bipartisan manner.”
